# Effective Altruism is Buying Political Staff

Coefficient Giving's documents show they are "placing" hand-picked staff into government offices

AI Safety megadonors Dustin Moskovitz and Sam Bankman-Fried have spent hundreds of millions on political campaigns and a half-billion more on think tanks. What has that gotten them?

An archived Open Philanthropy grant table obtained by Effort shows a concerted “placement” strategy by Open Philanthropy to put their hand-picked employees in US and UK government offices.[1](#aisi-note-1)

While Open Philanthropy, now rebranded to Coefficient Giving, no longer announces its “placements”, multiple sources tell me they continue to employ this strategy within the Trump administration.

Bankman-Fried was the third largest Democratic donor in 2022. Dustin Moskovitz was their third largest donor in 2020, then the second largest in 2024. At the same time, Moskovitz and Bankman-Fried funded a half-billion dollar apparatus of policy advocacy and media.[2](#aisi-note-2)

Their donations not only resulted in policies, but embedded personnel in the Biden and Trump administrations, Congress, and the UK government. The UK’s AI Safety Institute (AISI) has several senior employees previously employed by or funded by Moskovitz and Bankman-Fried.

President Joe Biden attempted to create an AI Safety Institute through executive order. This institute was later severely limited by Trump and renamed the Center for AI Standards and Innovation (CAISI).

At the same time, Effective Altruists created a program to pay the salaries of EA Congressional staffers and place them with US Representatives and Senators, called the Horizon Fellowship. These staffers work directly with Representatives and Senators and significantly impact the way they vote and the bills they author.

Staffers, even those whose salaries are subsidized by other organizations, are supposed to represent the values of the members of Congress they work for. According to several senior staffers on background, that was not the case with Horizon fellows. “He went to Democrat policy meetings, and tried to hand Democrat policies to [the Senator he worked for],” one senior staffer in a Republican Senator’s office told me. EA fellowships have placed over 50 staffers in Congress and the administrative branch.

Horizon has received over $12M from Open Philanthropy/Coefficient Giving. Flush with EA money, Horizon doubled their salaries. Horizon called for “AI rapid-response” hires. Adopting the doomer view could triple or quadruple a policy staffer’s salary.[5](#aisi-note-5)

The former Strategy and Partnerships Director of the Horizon Fellowship, Sophia Brown, was hired into the Trump administration’s CAISI, their successor to the AI Safety Institute. Brown was hired as an Intergovernmental Personnel Act hire through the Moskovitz-funded Foundation for American Innovation (FAI), one former FAI employee told me. Brown holds a “Senior Advisor” role at FAI and was formerly their director of AI Policy. Despite its name, FAI’s AI policies restrict American AI innovation.
