DoE Fires The $5 Billion Starter Gun For Its AI-Targeted Genesis Mission The Department of Energy announced more than $5 billion in federal commitments for the first 278 projects funded by the Genesis Mission, an AI-targeted initiative launched by President Trump in November 2025. The Consortium now includes more than 340 members, including 157 private companies, 142 universities, and DoE and National Nuclear Security Administration’s 16 national laboratories. That said, the industry now will see an influx of government money coming into the mix, which federal agencies apparently expect will accelerate development efforts and the timeline. 278 Projects Funded The industry this week got a good look at what kind of money is being pushed to Genesis Mission and what the government expects from it. According to Chris Barry, Microsoft’s president of US public sectors industry group, $40 million will be available in Azure cloud compute and AI credits that will go to researchers over the next three years to help pay large-scale AI and scientific workloads. The other $20 million will go towards engineering, architecture, deployment, and adoption support to expand cloud and AI capacity. This is obviously a mere drop in the bucket, of course. But Microsoft no doubt wants to be in the front line when and if Genesis projects decide to rent rather than build AI supercomputers. The Genesis Mission projects a massive, all-of-government, public-private effort with a lot of money being pushed to fund big projects, an initiative that some members are equating with the World War II-era Manhattan Project to build the first nuclear bomb and NASA’s Apollo moon-landing program. A “New Golden Age” of Science Earlier this month, Kratsios sent a report to the White House titled “ Science: A New Golden Age https://www.whitehouse.gov/science/ ,” outlining the goals of the Genesis Mission, including ensuring the United States remains the leading power in emerging and critical technology at a time of growing competition with the likes of China, and how to overcome obstacles to success. The report also talks about the need to revitalize the country’s science and technology sectors and ensure that the work they do improves the lives of Americans. “We can only fully harness AI and its associated productivity uplift by boldly reforming our scientific institutions, building national-scale infrastructure, and ensuring rigorous verification of the knowledge base from which AI will learn,” Kratsios wrote. Ambition Meets Dysfunction The Genesis Mission offers lofty goals, but comes against the backdrop of ongoing realities that include the continuous budget fights on Capitol Hill that, most recently, is seeing the House of Representatives having to again consider a continuing resolution https://appropriations.house.gov/news/press-releases/house-passes-hr-9770-providing-certainty-preventing-disruption-and-advancing to ensure the government stays open after the fiscal year ends in September if a new budget can’t be agreed upon by then. The Genesis Mission leaders also will have to sell the efforts to the public and some organizations that may support the aims of the project but not necessarily the means. For example, after the DoE earlier this year unveiled 26 energy-related challenges it wanted to address, the Institute for Progress last week urged the federal agency to streamline its goals and messaging. The Genesis Mission can reach its intentions of driving AI-fueled scientific discoveries via federal resources, industry, academia, and the country’s national labs, but it will need clear goals, according to Dan Turner-Evans, Senior Metascience Fellow at the IFP. “An overly broad Genesis Mission that fails to deliver will lower overall long-term support for AI at DOE, especially at a time when AI polls poorly with the public https://www.pewresearch.org/short-reads/2026/03/12/key-findings-about-how-americans-view-artificial-intelligence/ ,” Turners-Evans wrote. “A handful of successful demonstrations will make a better case for sustained support, allowing DOE to expand AI across more priority areas and ultimately bring more resources to the national labs, all while demonstrating tangible wins to Congress and to Americans.” The Challenge From China That said, the Genesis Mission comes at an important time for the United States, according to the Center for Strategic and International Studies CSIS . In a report weeks after Trump’s executive order creating the project, CSIS’ Navin Girishankar, president of its Economic Security and Technology Department, and Chris Borges, Fellow and the department’s senior program manager, wrote the “high level of ambition” is important for two reasons https://www.csis.org/analysis/genesis-mission-can-united-states-bet-ai-revitalize-us-science . Shoring Up Things At Home They also noted the United States’ “stalled” research productivity, pointing to trend of the expenditures and number of researchers – researching inputs – rising faster than outputs, like breakthroughs and productivity. Why this is happening in unclear, they wrote, noting that one theory holds that new discoveries are more difficult to come by as fields advance, that essentially the easier questions have been answered. Others point to artificial boundaries going up between scientific disciplines driven by academic organizations. The result is scientists are funneled into increasingly narrow problems, which hobbles broader advances. “Regardless of the cause, the administration has consistently embraced the view that scientific productivity has stalled and that AI can reverse the trend,” they wrote, adding that “the launch of Genesis is well-timed. Scientists are already adopting new scientific discovery tools at scale, with demand expected to grow exponentially. A massive GenAI infrastructure build-out is underway that can provide the much-needed compute power American scientists will need.”
