Dependabot version updates support Agent Package Manager

GitHub added Dependabot version update support for Agent Package Manager (APM), letting repositories automatically keep AI agent skills, prompts and instructions current. Dependabot now opens pull requests to update supported git dependencies declared in `apm.yml` and regenerates `apm.lock.yaml` when present, covering version updates but not security updates. The feature is generally available on github.com for all GitHub plans and will ship in GitHub Enterprise Server 3.24.
