- Humans First, a conservative organization chaired by Tea Party figure Amy Kremer, coordinated 142 data center protests across 42 states on July 18, giving previously local disputes a national structure. [1] - The opposition is a convergence rather than a unified coalition: conservative organizers emphasize local control and subsidies, environmental groups seek limits on resource use, and labor is split between workers worried about AI displacement and building trades benefiting from construction. [2][3] - Data Center Watch says local opposition blocked or delayed at least 75 projects representing about $130 billion in announced investment during the first quarter of 2026. The tracker includes temporary delays, and its detailed project-level data are not publicly available without purchase. [4] - The Trump administration is accelerating federal permitting while relying on voluntary commitments to prevent data center costs from reaching household electricity bills. Many decisive land-use, water and retail-rate decisions remain with local and state authorities.
[5][6] Opposition to artificial intelligence infrastructure has moved beyond isolated planning-board fights. On July 18, conservative organizers coordinated 142 protests across 42 states against data centers, including 18 events in Texas—the largest concentration in any state. [1] The demonstrations turned complaints about utility bills, water, noise, tax incentives and land use into a national political campaign.
The participants do not form a conventional coalition with common leaders or a shared policy platform. Humans First, chaired by Tea Party organizer Amy Kremer, is mobilizing conservative voters around local control and opposition to corporate subsidies. Environmental and community groups are pursuing moratoriums. Major labor organizations are demanding protections from AI, while construction unions often support the same data centers that residents want stopped. Catholic and evangelical institutions have added a broader moral critique centered on human dignity and the future of work.[2][3][7]
That combination creates a problem for President Donald Trump’s AI strategy. The administration treats rapid construction of computing and energy infrastructure as an economic and national-security priority. Many of the people resisting projects, however, live in rural and exurban communities central to the Republican electorate. Federal action can accelerate reviews for qualifying projects and associated power infrastructure, but it cannot erase disputes over zoning, water access, utility rates or who pays for new transmission.
One backlash, several constituencies #
The most visible organizing on the right comes from Humans First. Kremer has compared the disconnect between AI proponents and ordinary voters to the conditions that produced the Tea Party in 2009. [2] Its July protest campaign opposed what the group describes as unchecked data center expansion, taxpayer support and the loss of community control. Humans First does not support a nationwide moratorium, instead arguing that individual communities should be able to accept or reject projects.
A separate national network organized by Food & Water Watch is seeking a halt to AI- and cryptocurrency-related data center development. The advocacy group said more than 500 organizations from 47 states signed a June letter supporting a nationwide moratorium. Signers included Greenpeace, Friends of the Earth, Americans for Financial Reform, Popular Democracy, People’s Action Institute, Good Jobs First and Honor the Earth. [8] The NAACP’s Stop Dirty Data Centers campaign focuses on pollution, water quality, public health and the effects on communities already burdened by industrial development.
[9]Religious concern is broader than data center permitting and should not be mistaken for formal membership in the local protest movement. Pope Leo XIV’s May encyclical, “Magnifica Humanitas,” called for regulation and protections addressing AI’s effects on human dignity, labor, inequality and resource extraction. The AFL-CIO publicly embraced the document’s emphasis on working people. Southern Baptist institutions have separately developed evangelical principles that place human dignity and human responsibility above automated systems.[7] [10] These positions give infrastructure disputes a larger moral vocabulary, but they do not amount to a shared campaign against every data center.
Labor most clearly demonstrates the limits of describing the opposition as a single coalition. AFL-CIO President Liz Shuler joined United Auto Workers President Shawn Fain, American Federation of Teachers President Randi Weingarten and other union leaders at an April event warning about AI-driven job displacement. [11] Yet building-trades unions have become prominent industry allies because data centers generate work for electricians, pipefitters and boilermakers. The AFL-CIO’s formal position calls for union construction, regulation of water and power use, and protection for surrounding communities—not a blanket construction ban.

The complaints are rooted in infrastructure constraints. Lawrence Berkeley National Laboratory’s June update estimates that data centers could consume 11.8% of U.S. electricity in 2030, with scenarios ranging from 9.5% to 15.3%. Its reference case reaches 649 terawatt-hours. [13] Those are national estimates, but the effects will be concentrated in utility territories where multiple large projects may seek connections.
Water demand varies substantially with climate, facility design and cooling technology, making project-level disclosure more useful than a single industry average. In San Marcos, Texas, residents protested a proposed facility expected to consume more than 25 million gallons annually, citing possible effects on the city’s namesake river. [14] Developers elsewhere have proposed reclaimed water, recirculating systems or dry cooling in response to similar concerns, but communities often must assess projects before final operating demands are public.
Texas illustrates the tension between state development policy and local control. Gov. Greg Abbott has promoted the state as a center for AI development, while rural Republican groups have organized against projects over water, land and electricity. Texas counties generally lack zoning authority, limiting one of the principal tools communities elsewhere use to impose setbacks, noise standards or siting restrictions.[15]
Other jurisdictions are acting more directly. More than 20 Florida counties and municipalities have rejected major data centers or approved temporary bans, according to the Associated Press. [16] Pennsylvania lawmakers have introduced a three-year statewide moratorium as more than 50 planned facilities face scrutiny.
On July 14, New York Gov. Kathy Hochul ordered a one-year on state environmental permits for new data centers capable of using at least 50 megawatts, with exceptions for specified research, education, manufacturing and medical facilities.
[17]Each measure changes development risk before construction begins, even when it does not permanently prohibit a project.
[18]## The cost of losing local consent Data Center Watch, a project run by research firm 10a Labs, estimates that community opposition blocked or delayed at least 75 projects representing roughly $130 billion in announced investment during the first quarter of 2026. [4] Its public summary does not provide the full project-level dataset, and the total includes delays as well as cancellations. It should therefore be read as a measure of projects facing disruption, not permanently lost investment.
A separate Carbon Direct review identified 46 projects across 20 states representing $170 billion in announced investment that were canceled, withdrawn or stalled between January 2024 and May 2026 following community opposition. [19] Carbon Direct is an advisory firm serving companies on carbon management, not an academic or government statistical agency, but its underlying white paper identifies its scope and methodology.
The figures show how opposition can affect planned capacity without defeating a project outright. Zoning appeals, litigation and moratoriums can postpone financing, power contracts and equipment orders. Political pressure can also force projects to relocate or accept conditions involving dedicated generation, transmission payments, water recycling, union labor, noise controls or community-benefit agreements.
Carbon Direct found that nondisclosure agreements, hidden end users and closed-door negotiations appeared in opposition narratives more consistently than any single resource concern. [19] Its analysis recommends identifying community priorities before site selection and disclosing expected impacts earlier, rather than offering benefits only after resistance forms. That is a commercial recommendation, not proof that transparency guarantees approval. It does identify a risk developers can address before power and capital are committed.
The immediate constraint on AI construction is consequently becoming political as well as electrical. A project may have land, financing and access to chips but still lack an accepted answer to who controls the decision and who absorbs the local costs.
Trump’s answer protects buildout speed #
The administration’s July 2025 executive order defined an AI data center project as a facility requiring more than 100 megawatts of new load and created expedited federal pathways for qualifying projects. It also covers associated infrastructure, including transmission, backup power and equipment for natural gas, coal, nuclear and geothermal generation. [5] Projects can qualify through their investment, load, national-security role or designation by specified Cabinet officials.
Trump has paired that supply-side agenda with the Ratepayer Protection Pledge. Amazon, Google, Meta, Microsoft, OpenAI, Oracle and xAI initially promised to secure new generation and cover grid upgrades required by their facilities. On July 23, the White House expanded participation to 23 governors and at least 187 utilities, developers and other companies, according to the Associated Press. [6] The administration’s March legislative framework asked Congress to codify the pledge and streamline permitting for on-site power generation.
[20]The pledge addresses the opposition’s strongest national issue, but it remains voluntary. Electricity rates and cost allocation are largely decided through utility contracts, state commissions and regional power markets. The Federal Energy Regulatory Commission ordered all six regional grid operators under its jurisdiction in June to justify or revise their large-load connection rules, with an explicit focus on transparency, reliability and preventing cost shifts to other customers.[21]
These actions can make projects easier to power and give developers a framework for arguing that households will not subsidize them. They do less about water withdrawals, tax abatements, noise, land conversion or distrust created by secretive negotiations. Those issues sit precisely where the opposition has proved most effective: county meetings, municipal elections, utility proceedings and state legislatures.
The result is a durable pressure point for planned data centers. The administration can keep federal approvals moving, and companies can promise to pay their electricity costs. Individual projects will still depend on whether regulators and residents find those promises credible before permits, power contracts and construction schedules are locked in.
