CPU-Basic Spaces hitting quota limits despite “unlimited hosting” — inconsistent behavior with Restart and Factory Rebuild

Hugging Face Spaces users are hitting quota limits on CPU Basic instances despite being marketed as "unlimited hosting," with inconsistent behavior during Restart and Factory Rebuild operations. Users report a pop-up error when adding new spaces, but cannot find documentation on the hardware quota or usage tracking in Organization Settings.

Yes, we’re experiencing the same thing. All our demos run on the CPU basic and we’re now getting the following pop up when trying to add a new space. However, I can’t find any documentation on this hardware quota, not even how much we’re actually using in the Organization Settings.

The above is a Gradio space, but I found the same error trying to wake up this smaller Docker space (Imageomics/Andromeda) last week.
