Cpu-basic quota limit (403) with only one Space

A Hugging Face user on a free account reported a 403 error stating "You've reached your CPU Basic quota limit across all your Spaces!" despite owning only one Space, aideveloperlol26/enterprise-ai-copilot, which is currently paused. The user asked Hugging Face to investigate a possible quota bug, noting similar reports from other users this month.
