Communication on European Tech Sovereignty, and an EU Open-Source Strategy The European Commission released a multi-pronged strategy to achieve technological sovereignty, introducing four interconnected initiatives including the Chips Act 2.0, the Cloud and AI Development Act, an EU Open Source Strategy, and a Strategic Roadmap for Digitalisation and AI in Energy. The plan aims to strengthen the semiconductor ecosystem, unlock AI and cloud potential, reduce technology dependencies, and transform industrial ecosystems across the entire value chain. The Commission is putting forward a multi-pronged, comprehensive strategy to achieve technological sovereignty , with initiatives that are interconnected and mutually reinforcing across each stage of the value chain, from chips, to infrastructure, to software, cloud and AI, and in synergy with past and ongoing initiatives such as AI Factories and AI Gigafactories.
