Cloudflare says each account receives a unique web address intended to function as a stable identifier. Account owners can extend that identity to individual agents, enabling a recipient of an agent request to identify the account that authorized it.
Account balances and agent budgets
Cloudflare describes two wallet types:

Connection to request-level payments
Cloudflare introduced its Monetization Gateway earlier in July, according to its blog. The gateway supports micropayments using x402, a protocol that attaches payments to HTTP requests and uses the HTTP 402 Payment Required status-code concept. Cloudflare identifies AI inference, data, and content as potential paid resources.
Wallets provide the proposed buyer-side account layer for that system. An agent could, in principle, use a constrained Virtual Wallet to purchase an API call, an MCP tool, or gated content, while a provider receives payment through a compatible service. Cloudflare's product announcement frames identity and payment as paired requirements because businesses receiving automated requests need a way to distinguish authorized agents from untrusted automation.
What developers should watch
The practical importance will depend on implementation details and adoption. Those factors determine whether teams can treat a wallet authorization as sufficient for production procurement or only as a bounded mechanism for low-value, request-level transactions.
Comparable agent-payment systems commonly face two distinct engineering problems: constraining delegated authority and establishing reliable counterparty identity. Cloudflare's allowance, allow-list, and transaction-cap model addresses the first at the wallet level. Its account-linked agent identity addresses the second, but adoption by API providers and the operational behavior of the identity system will determine its utility in practice.
For ML platform teams, the near-term relevance is strongest for usage-based services such as inference endpoints, data APIs, and tool servers. A standards-compatible payment flow could reduce human approval steps for small experimental purchases, while the same workflow raises familiar requirements around credential isolation, budget observability, merchant verification, and audit logs.
