Claude Code getting "API Error: 529 Overloaded"

Users of Anthropic's Claude Code are reporting an 'API Error: 529 Overloaded' as of 11:22 UTC, despite the status.claude.com page showing green. Anthropic declared an incident earlier today that was marked resolved, and a new incident has now been declared at https://status.claude.com/incidents/mfdtrknpxghq.
