China's top AI labs published safety results at launch for 9 of 857 models Chinese AI developers published a safety result alongside only 9 of the 857 models they released between 2021 and September 15, 2026, according to a SemiAnalysis report titled "Beijing Will Not Pace the Frontier." Across all 857 releases, just 31 (3.6%) were ever accompanied by a published safety result, and 813 releases (94.9%) had no safety disclosure at all, with Alibaba, ByteDance, Tencent and Baidu accounting for 11 of 540 (2%). The report concludes China's approach to AI safety is "speed-based, not safety-based," noting that the national standards committee TC260's AI Safety Governance Framework 3.0, issued September 14, lists innovation and development as "the first priority" and its standards are recommended rather than binding.
