ALERTCalifornia Cameras Now Outrun the 911 Call #

ALERTCalifornia is a network of 1,260 mountaintop cameras that the University of California San Diego operates in partnership with CAL FIRE, and 915 of those cameras now run artificial intelligence that spots smoke and alerts dispatch centers before the first 911 call ever comes in. The state plans to add 200 more cameras this year.

The math behind that 900-fires figure matters. Every fire the AI flags early is a fire that hand crews reach while it still measures in square feet rather than square miles. Newsom framed the camera network as proof the state sets the pace rather than follows it. “We don’t imitate. We’re a model for others,” he told reporters at the McClellan event, according to StateScoop’s coverage of the announcement.

FireSat Satellites Spot Fires the Size of a Classroom #

FireSat is a satellite constellation built by California manufacturer Muon Space and operated by the nonprofit Earth Fire Alliance, designed to detect wildfires as small as roughly 16 by 16 feet (5 by 5 meters), and CAL FIRE joined its early adopter program in 2025 to route that detection data straight to firefighters. Three new satellites lifted off from Vandenberg Space Force Base on July 7, bringing the constellation to four spacecraft in orbit.

The full system calls for more than 50 satellites by 2030. Once deployed, the constellation would revisit every point on the planet roughly every 20 minutes, turning fire detection into something closer to a live feed than a snapshot.

CAL FIRE did early concept testing on FireSat before the Earth Fire Alliance formally existed, so the agency is not a late customer bolting on someone else’s tool. The three satellites launched in July face a three-month commissioning period before they deliver operational data, which lands the handoff in October, still inside California’s fire season.

CAL FIRE Drone Work Expands Into Autonomous Suppression #

CAL FIRE now flies drones for fire mapping, prescribed burns, and tactical operations, and the agency’s Fire Innovation Unit spent July 15 field-testing Seneca’s fully autonomous suppression drones, five-aircraft packs that convert onboard water into hundreds of gallons of foam aimed at young fires. The state also highlighted AI-guided drone suppression systems built to fly in the low-visibility conditions that ground crewed aircraft.

Each Seneca aircraft weighs about 400 pounds (181 kg) and carries roughly 20 gallons (76 liters) of water. Mixed with concentrate, a five-drone pack lays down 500 to 1,000 gallons (1,893 to 3,785 liters) of foam on a young fire before hand crews arrive.

The crewed side of the intelligence picture runs through the Fire Integrated Real-Time Intelligence System, or FIRIS, managed by the Governor’s Office of Emergency Services. Its fixed-wing aircraft carry infrared sensors that map fire perimeters in real time, and the program has completed more than 2,000 missions since it launched in 2019.

Lidar rounds out the picture. The state began a three-dimensional statewide mapping effort in 2025 that feeds vegetation and fuel data into fire behavior models. CAL FIRE Director Joe Tyler said the agency is “leaning in and taking advantage of the power of technology that best supports our firefighting efforts.”

Newsom Doubles the Money and the People Behind the Tech #

California’s fire protection budget grew from $2 billion to $3.8 billion under Newsom, and the state now hires an average of 1,800 full-time and 600 seasonal firefighting positions every year, roughly double the annual pace of the previous administration. The technology only works because somebody answers when the AI camera calls.

The Office of Emergency Services budget jumped from $1.8 billion to $4.5 billion over the same stretch. The state has also spent more than $2.5 billion on wildfire resilience and forest health projects, plus $425 million in 2025 to backstop local fire agencies through mutual aid.

Pre-positioning got specific numbers too. The state approved 20 county requests this year to stage resources ahead of dangerous weather, moving more than 1,400 personnel and 213 pieces of equipment before fires started. “Technology gives us the power to prepare earlier, to respond faster, and make better decisions,” Cal OES Director Caroline Thomas Jacobs said at the event.

DroneXL’s Take #

DroneXL has spent years covering how California puts drones to work in police and fire operations, and Tuesday’s announcement fits a pattern I keep seeing in that reporting. Californians prepare before the disaster shows up.

They joined FireSat’s early adopter program before the satellites flew. They put AI on 915 cameras before most states had one. And when Seneca showed up with experimental foam-dropping aircraft, CAL FIRE gave the prototypes a real field test instead of a polite meeting.

That is why the one gap in the record surprises me. The Skydio X10 that drops flotation tubes to drowning swimmers made its debut in Sunny Isles Beach, Florida, a department whose drone program I have followed since its X10 caught a beach trespasser in the dark last September. California built the AI fire camera and the fire satellite, and Florida still beat it to the lifeguard drone.

The bigger picture holds. Greece scaled its wildfire drone grid past 100 bases this year, and California is running the same layered playbook at the scale of the world’s fourth-largest economy. Each fire season finds this state a little better armed than the last, and the 900 fires caught before a 911 call are the receipts.

Watch October. That is when the three FireSat satellites launched July 7 finish commissioning and start feeding operational data to CAL FIRE, still inside fire season. If the 20-minute refresh performs as billed, the camera network that beats 911 callers will get a partner that never blinks.
