BIS Warns AI Investment Could Threaten Financial Stability

Central-bank scrutiny of AI capital expenditure matters for ML infrastructure teams and investors because funding structure and disclosure gaps can change project economics and counterparty risk. In its annual report published June 28, the Bank for International Settlements (BIS) named AI one of four 'pressure points' for the global economy and warned the current surge in AI capital expenditure 'could prove unsustainable' (BIS; PYMNTS). The BIS highlighted opaque 'circular financing' arrangements where chipmakers, hyperscalers and AI labs form private, multiyear purchase-and-equity deals with terms that are 'typically poorly disclosed, with risks of the same asset being pledged multiple times' (PYMNTS). Zhang Tao, BIS chief representative for Asia and the Pacific, separately warned that a market correction could unwind far more rapidly through non-bank channels than a traditional banking crisis (SCMP).
