# Binance hires two senior compliance executives from Crypto.com

The world's largest crypto exchange is restocking its compliance bench after a wave of departures and years of regulatory pressure

Binance has recruited two senior compliance executives from rival exchange Crypto.com, a move that signals the company is still actively trying to shore up what has been, to put it diplomatically, a turbulent compliance operation.

The hires come after a string of departures from Binance’s compliance and financial-crime monitoring teams earlier in 2026, and against the backdrop of a regulatory reckoning that began with the exchange’s guilty plea in 2023 over sanctions and anti-money-laundering violations in the US.

## The compliance revolving door

Binance brought in Noah Perlman as Global Chief Compliance Officer in 2023, poaching him from Gemini. Reports from early April 2026 highlighted notable turnover in Binance’s financial-crime and sanctions compliance roles. There were even discussions about whether Perlman himself might depart.

Pulling two experienced compliance professionals from Crypto.com, which has built a reputation for aggressively collecting regulatory licenses across multiple jurisdictions, is a direct response to that staffing gap. The specific identities and titles of the new hires have not been publicly disclosed.

## Why Crypto.com’s bench matters

Crypto.com is not a random talent pool. The Singapore-headquartered exchange secured MiCA authorization in Europe, giving it a regulatory passport across the European Union’s 27 member states. It has also obtained multiple US Money Transmitter Licenses, building out a state-by-state compliance infrastructure that few crypto firms have bothered to complete.

## Binance’s long road to regulatory rehabilitation

The context for these hires stretches back to November 2023, when Binance entered a guilty plea over violations of the Bank Secrecy Act and sanctions laws. The resolution included a multi-billion-dollar settlement and the departure of founder Changpeng Zhao as CEO. As part of the agreement, Binance committed to a comprehensive overhaul of its compliance program, including enhanced transaction monitoring, suspicious activity reporting, and know-your-customer procedures.
