UN Secretary General Antonio Guterres delivered his final address before the UNGA on Tuesday. In it, he called on countries to regulate [AI](https://www.ibtimes.com/topic/ai) and work towards ending the different armed conflicts raging around the world. "Those countries leading this technological revolution must share information on emerging safety risks, cooperate on testing and evaluation and work towards common safeguards that protect us all," Guterres said during a passage of his speech. He went on to call on leaders to "advance the conditions for the responsible pacing of AI and the additional safeguards needed to address risks" and "work towards a multilateral AI risk management framework, supported by credible and independent oversight." Countries have so far not taken clear steps toward regulating AI. On Monday, Treasury Secretary Scott Bessent said AI companies "need to take responsibility for themselves." President [Donald Trump](https://www.ibtimes.com/topic/donald-trump) has repeatedly rejected pacing the development of frontier models, saying the U.S. has to maintain its edge over other countries, particularly China. However, he did say on Saturday that he is looking to create an "AI Force", with an AI czar at its head. "I am forming the AI Force, much like I did Space Force, which has been a tremendous SUCCESS, in my First Term. To that end, I will be announcing, in the near future, the AI "Czar" - Only High I.Q. individuals need apply!" Top AI executives have been discussing among themselves the need for companies to work together to minimize chances of the technology going rogue. Earlier this month, Anthropic CEO Dario Amodei shared an essay entitled "[We Must Pace The Frontier"](https://darioamodei.com/post/we-must-pace-the-frontier) in which he called for the development of cutting-edge AI [technology](https://www.ibtimes.com/technology) to slow to allow safety protocols to catch up. [OpenAI](https://openai.com/index/building-standards-next-phase-ai/) also proposed international standards for "safety and security practices in frontier AI development" as companies seek to increase regulation and reduce chances of the technology going rogue.
