Antonio Guterres Delivered His Final UNGA Address. He Called For AI Regulation.

UN Secretary General Antonio Guterres used his final UNGA address on Tuesday to call on countries to regulate AI, urging that "those countries leading this technological revolution must share information on emerging safety risks, cooperate on testing and evaluation and work towards common safeguards that protect us all" and pushing for a "multilateral AI risk management framework, supported by credible and independent oversight." The call came a day after Treasury Secretary Scott Bessent told CNBC that AI companies "need to take responsibility for themselves" and that the Trump administration would not give them a "liability shield," while President Donald Trump said Saturday on Truth Social that he is forming an "AI Force" with an AI czar to be announced. Anthropic CEO Dario Amodei's essay "We Must Pace The Frontier" and an OpenAI document proposing international standards for frontier AI safety and security practices have also pushed for pacing development to let safety protocols catch up.

UN Secretary General Antonio Guterres delivered his final address before the UNGA on Tuesday. In it, he called on countries to regulate AI and work towards ending the different armed conflicts raging around the world.

"Those countries leading this technological revolution must share information on emerging safety risks, cooperate on testing and evaluation and work towards common safeguards that protect us all," Guterres said during a passage of his speech.

He went on to call on leaders to "advance the conditions for the responsible pacing of AI and the additional safeguards needed to address risks" and "work towards a multilateral AI risk management framework, supported by credible and independent oversight."

Countries have so far not taken clear steps toward regulating AI. On Monday, Treasury Secretary Scott Bessent said AI companies "need to take responsibility for themselves."

Speaking on CNBC, Bessent said that "it is humans who are responsible, not the AI" and the Trump administration won't give them a "liability shield."

President Donald Trump has repeatedly rejected pacing the development of frontier models, saying the U.S. has to maintain its edge over other countries, particularly China.

However, he did say on Saturday that he is looking to create an "AI Force", with an AI czar at its head.

"I am forming the AI Force, much like I did Space Force, which has been a tremendous SUCCESS, in my First Term. To that end, I will be announcing, in the near future, the AI "Czar" - Only High I.Q. individuals need apply!" Trump wrote on his social media platform, Truth Social.

It is unclear what the task force will focus on. Top AI executives have been discussing among themselves the need for companies to work together to minimize chances of the technology going rogue.

Earlier this month, Anthropic CEO Dario Amodei shared an essay entitled "We Must Pace The Frontier" in which he called for the development of cutting-edge AI technology to slow to allow safety protocols to catch up.

OpenAI also proposed international standards for "safety and security practices in frontier AI development" as companies seek to increase regulation and reduce chances of the technology going rogue.

The company released a document saying that "AI development may be as important to pacing the frontier as alignment research itself."

It went on to say that while "existing democratic institutions," state laws and a federal framework can help shape the standards, "as well as new forms of public-private partnerships" can help to do so, the global reach of advancement means that "its impacts will likely be experienced by everyone in some way on some timeline."
