Amodei's new essay rejects the idea that AI fears stem from doom-and-gloom messaging, arguing the public is rightfully concerned about real risks
Dario Amodei has a message for fellow AI executives who think the public just needs better PR: the problem isn’t the messaging, it’s the product.
The Anthropic CEO published a lengthy essay titled “Policy on the AI Exponential” that directly confronts the growing backlash against artificial intelligence. Rather than blaming negative media coverage or pessimistic framing by industry leaders, Amodei argues the public’s anxiety about AI is grounded in legitimate, well-documented risks. His diagnosis: the AI industry is facing a crisis of trust, not a crisis of communication.
Real risks, real fear #
Amodei’s essay identifies four specific risk categories that he believes warrant serious concern: cybersecurity threats, biological weapons development, loss of human control over AI systems, and the prospect of fully automated research and development.
Amodei essentially calls this reasoning backwards. People aren’t worried because AI leaders sound the alarm. They’re worried because the alarms are warranted.
To back up that position, he’s proposing mandatory third-party evaluations for models trained with significant compute resources. The testing would cover those same four risk categories, creating an independent verification layer between AI labs and the public.
$200 million and a policy blueprint #
Anthropic is putting money behind Amodei’s words. The company has committed $200 million to research focused on understanding AI’s broader societal impacts.
The investment will fund work on questions that extend well beyond technical safety. Amodei has explicitly called for wage reinsurance programs and targeted tax measures designed to cushion the labor market disruptions that AI automation is expected to cause.
In an exclusive interview with ABC News timed to coincide with the essay’s release, Amodei outlined additional policy proposals. Among the most notable: giving government agencies the authority to halt AI deployments deemed unsafe.
His preferred framework draws from existing regulatory models. The FAA analogy is deliberate. Aviation safety regulation didn’t destroy the airline industry. It made flying the safest form of mass transportation on Earth.
