# America's biggest power grid just told data centers it can cut their power off

The U.S. Department of Energy handed PJM Interconnection something it had never needed before: the legal authority to shut off data centers. The emergency order, issued in late June during an extreme heat wave across the Mid-Atlantic and Midwest, lets PJM direct transmission owners to curtail any data center pulling at least 50 megawatts of peak load, forcing those facilities to switch to their own backup generators within 15 minutes. Hospitals, 911 centers, and defense facilities are exempt. Hyperscalers are not.

PJM used that authority almost immediately. Forecasts for July 2 threatened to exceed the grid's all-time summer peak of 165,563 megawatts, and the operator had to manage the margin. The curtailments were temporary, but the precedent is permanent. For the first time, an American grid operator has formally put data centers on the same footing as interruptible industrial loads, the aluminum smelters and chemical plants that grid operators have always been able to shed in a pinch.

The arithmetic here isn't complicated. PJM's own 2026 long-term forecast projects summer peak demand rising from 160 gigawatts today to 253 gigawatts by 2046, a 58 percent increase driven almost entirely by data centers. New power capacity simply cannot be built fast enough to keep pace. The result, as PJM has acknowledged, is that starting this summer the grid will have just enough headroom to remain reliable, and by June 2027 it may fall below its own reliability standards, particularly during winter storms and heat waves. E&E News reported that the grid operator is now openly warning that rolling blackouts become a real risk if nothing changes.

Northern Virginia is the sharpest pressure point. Loudoun, Prince William, and Fairfax counties collectively hold roughly 80 percent of Virginia's AI data center industry, the world's largest concentration of compute in a single geography. Dominion Energy already serves about 450 AI data centers inside PJM's wholesale market. Capacity prices have surged to over $300 per megawatt-day. According to PJM's Market Monitor, existing and forecast data center load has added $23.1 billion to capacity market costs across the 2025/2026, 2026/2027, and 2027/2028 auctions, and hyperscale facilities now account for 45 percent of the grid's total capacity costs. PJM consumers will pay an estimated extra $100 billion through 2033 unless the supply picture changes, according to analysis flagged by Introl.

Amazon and Microsoft have both signed long-term power deals in the region specifically to address this pressure. Amazon's 17-year agreement with the Susquehanna nuclear plant in Pennsylvania delivers up to 1,920 megawatts. Microsoft locked in a 20-year arrangement with Constellation Energy tied to the restarted Three Mile Island Unit 1. Those deals are real, but they solve individual balance sheets, not the collective grid problem. The grid interconnection queue is measured in years, not months, and every gigawatt of new nuclear or renewable capacity that signs a corporate PPA still has to physically connect to a transmission system that wasn't designed for this load density.

## What the curtailment authority actually means for AI infrastructure

Frankly, the emergency order changes the risk calculus for anyone betting on uninterrupted compute at scale. Startups and enterprises renting GPU capacity from hyperscalers in Northern Virginia are now, indirectly, subject to grid-level curtailment decisions made by a utility regulator in Valley Forge, Pennsylvania. That's a new kind of operational dependency, and most AI infrastructure planning hasn't priced it in.

The curtailment threshold of 50 megawatts matters here. A single large-scale AI training cluster easily crosses that line. The world's biggest GPU orders from Nvidia, the $400 billion-plus in combined capex commitments from Amazon, Microsoft, Google, and Meta, all of it assumes continuous power delivery. PJM's order is the first public signal from an authoritative source that this assumption has a hard limit.

PJM has trimmed its AI demand projections slightly for 2026 and 2028, shaving about 2,500 megawatts off this year's summer peak forecast compared to last year's estimate, as TechCrunch noted in its July 28 report. But the revision doesn't change the structural direction. The grid operator's own numbers still show a 3.6 percent annual growth rate in summer peak demand over the next decade, more than ten times the 0.3 percent rate it projected in 2021. Electricity prices across PJM's footprint rose 75 percent in the latest capacity auction, according to The Register's analysis.

The deeper problem is that the hyperscalers' nuclear and renewable procurement strategies, however large, are solving a 2030 problem. The curtailment authority PJM just exercised is a 2026 problem. Until new generation catches up with load, the most power-dense AI workloads in Northern Virginia and the broader PJM footprint will operate with a contingent supply they don't fully control. That's not a chip shortage. It's a physics problem, and it's already here.
