The initial phase, a 100 MW deployment, is set to begin operations in 2026 using AMD’s latest GPUs and Cisco’s networking stack. ## What the joint venture actually looks like The partnership was formally announced on November 19, 2025, tying together AMD’s silicon, Cisco’s networking infrastructure, and HUMAIN’s role as the Saudi government’s dedicated AI venture. HUMAIN operates under the umbrella of the Public Investment Fund, Saudi Arabia’s sovereign wealth vehicle. The first phase of the project will deploy AMD Instinct MI450 series GPUs paired with AMD EPYC CPUs, offering GPU-as-a-service for both AI model training and inference workloads. Cisco provides the high-speed networking fabric needed to tie thousands of accelerators together into a coherent compute cluster. The first confirmed customer is Luma AI, a generative video startup that has already secured capacity in the initial 100 MW deployment. By August 31, 2026, the first segment of infrastructure had become operational, running AMD MI355X GPUs. Additional expansion of up to 250 MW is planned to begin in 2027, leveraging next-generation AMD hardware. If the roadmap holds, the project would scale from 100 MW to potentially 350 MW within its first two years of operation. ## The $10 billion backstory AMD and HUMAIN had previously signed a $10 billion agreement in May 2025 focused on expanding the kingdom’s data center capabilities. The Cisco partnership adds networking expertise to what was already one of the largest AI infrastructure commitments outside of the US and China. HUMAIN has been busy on other fronts too, pursuing partnerships with Microsoft and Qualcomm as part of a broader strategy to position Saudi Arabia as a serious player in the global AI ecosystem.
