The report highlights three primary vectors driving the surge: AI-related scams, credential harvesting, and automated social engineering.

Online scams remain the most commonly reported offenses, with AI technologies like synthetic identities and deepfakes making them dramatically more convincing.

Perhaps most alarming, 72% of the countries surveyed reported the existence of organized scam centers. These operations are concentrated in Southern and West Africa, suggesting the problem isn’t just widespread but geographically entrenched.

INTERPOL’s response and the enforcement challenge #

Coordinated operations in 2025, including efforts codenamed Serengeti 2.0 and Contender 3.0, led to over 1,500 arrests and the recovery of more than $100 million in assets.

Recovering $100 million against $484 million in losses means enforcement is clawing back roughly 20 cents on every dollar lost.
