AI Hack for Freedom is an HRF-backed hackathon series that pairs AI developers with political dissidents and opposition activists to build working tools for their movements. HRF and Finite have trained participating activists on AI agents before the hackathon, and AI Freedom Lab has said standout projects may receive follow-on funding.
Hack III is recruiting developers for Washington, DC on September 24–25. The reason this deserves scrutiny is the documented funding, personnel, and historical-program overlap with the NED/USAID/NDI democracy-promotion ecosystem, plus the unresolved question of who can reuse the resulting tools afterward.
1. HRF describes political AI capability-building #
HRF says the hackathon brings together human-rights/democracy advocates and open-source developers to build tools supporting movements under repression.
Before Hack II, HRF and Finite ran an Agent Camp where activists deployed coding and personal AI agents. AI Freedom Lab said standout tools would be considered for future funding.

6. Srđa Popović / Otpor / CANVAS / USAID #
Hack II captain Srđa Popović co-founded Otpor and later founded CANVAS.
USAID's own final evaluation of its Serbia-Montenegro Office of Transition Initiatives program says its pre-2000 activities included:
direct assistance to OTPOR and DOS
It also says OTI worked with OTPOR on election-related activity, leveraged funding from NDI and IRI, and coordinated meetings among civic groups and opposition political parties.

Bottom line #
This is political capability-building for real opposition and dissident movements with documented funding, personnel, and historical-program links into the NED/USAID/NDI democracy-promotion ecosystem.
The unresolved issue is downstream control:
Once reusable political AI tools, models, code, or workflows are built, who can subsequently receive or reuse them?
I found no evidence that these tools have been transferred to domestic extremist or violent groups. The public material reviewed so far simply does not answer what controls would prevent that.
Evidentiary standard #
Keep the claims narrow:
- funding means funding;
- former staff means former staff;
- personnel overlap means personnel overlap;
- none of those facts alone proves direction or control.
