agnostic-ai v0.69.0: personal project specs in .agnostic-ai/local/

Agnostic-ai v0.69.0 changed how project specs in `.agnostic-ai/local/` override shared specs, moving from whole-spec replacement to field-by-field overrides with a `::parent` line extending the shared body (#1172, #1177). The release also keeps local specs, hooks, and hook scripts out of the shared source during `import` (#1174, #1185) and makes `sync --watch` pick up config, `AGNOSTIC_AI.md`, and source directories created or recreated mid-session (#1179, #1184, #1188).
