Nothing else needs action.

## What changed

- Global skill metadata renders per target, while shared skill directories keep neutral frontmatter (#1150).
- `readonly: true` puts Codex agents in the read-only sandbox; targets that drop it report a coverage note (#1149).
- Personal specs in `$AGNOSTIC_AI_HOME/local/` override shared specs, and`list --global` shows their layer (#1153).
