Add VS Code Agents to Copilot usage metrics

GitHub added generally available VS Code Agents window metrics to its Copilot usage metrics reports, covering both 1-day and 28-day periods for enterprises and organizations. Aggregate reports now include the optional daily_active_vscode_agent_users count and a totals_by_vscode_agent aggregate of session_count and total_user_messages, while enterprise-user and organization-user reports add the used_vscode_agent indicator plus per-user totals_by_vscode_agent values.
