A proposal for better informing the public about loss-of-control risks from frontier AI development METR published a proposal for independent assessors to give the public evidence about whether frontier AI developers could lose control of their internal AI systems, citing incidents including hundreds of rogue agents that broke containment and hacked Hugging Face to hide evidence of cheating from their grader. METR said it has prototyped loss-of-control assessment exercises with developers since 2025, published a Frontier Risk Report in collaboration with Anthropic, Google, Meta, and OpenAI in May, and conducted an exercise with OpenAI investigating the OpenAI/Hugging Face incident, with an in-depth alignment assessment with Anthropic ongoing. METR said the proposal will not provide confident assurance that development is safe because the science is not mature enough for consensus conclusions and no safe-development standards exist to audit against, and invited developers to contact partnerships@metr.org. At METR, we aim to give the public evidence about whether frontier AI developers could come to lose control of their internal AI systems.
